So I am having the same problem & I thought the same, to just update the general settings but it will not let me. Everytime I change it from http to https and i click save, I am brought to an error screen that the page cannot be found. Once I change a settings, I click save and i am brought to this page & the setting i tried to change reverts back to what it was. see screenshot below.
