I have tested the SQL Query in my install of WHMCS and it works fine when I change the group IDs to be mine so the query is valid. Are you sure that the IDs you are specifying are correct for your groups? These can be found at the end of the URL when editing a group or alternatively you can see the group IDs in the "tblclientgroups" table in the database.
