Yes, this was my misunderstanding. We have local municipal tax rates as well, so I thought Level 1 was for city and Level 2 was for state. My mistake!

No matter what I configure for Tax Rules or for the city, state, and country in any of my Clients' profile addresses, I can not get ANY other tax rules to match except the first one I created. When I delete the first tax rule, the very next one I created (second) is used for all invoices on all customers, no mater their address. Am I completely missing something?? Is the Customer profile not the address used to match against tax rules? Is the profile's city name not used for matching the tax rule's name?? I'm on the latest WHMCS version 8.2.1. I've tried creating new customers with many different address variations (lower case, upper case, etc), nothing works.

Hello, I want to invoice billable time entries without immediately sending the invoice to the customer. I'd like to be able to edit the invoice before sending. How can I accomplish this? Currently, I have to change the user's email, invoice billables, edit invoice, change email back, and then send the "invoice generated" email via the invoice page. Thanks in advance!
