Action hooks select_query not working

Got an action hook setup to check if custom field value was selected:

 

Here's the call that isn't returning anything:

 

$result = select_query("tblcustomfieldsvalues","value",array("fieldid"=>"311","relid"=>$vars["ticketid"]));

$data = mysql_fetch_array($result);

$valor = $data["value"];

 

Is not returning values.

 

Tried both $var[0] and $vars["ticketid"]

 

Just can't get it to return anything.

 

Any suggestions ?
