Support "New Response by admin" is logged, but email not sent?

It seems my emails from support are intermittent. If a support ticket is not attached to a registered client, (if I use the ...OR enter email here:.... option in ticket creation), then they get the first email, and no others. So each support ticket ought to be attached to a client. Got that.

 

But now, with a ticket attached to a client from the start, no emails are getting through. I did a test support ticket and reply on a test registered client, and the email worked fine. What am I doing wrong?
