gateway and merchants offering overseas AVS verification, and in general chargebacks

2 questions:

1. I am looking for a recommendation of a payment and merchant gateway service provider offering an AVS for overseas credit card transactions. Currently we are using Authorize.net and they do not support this feature.

 

2. how do you handle (documentation-wise) chargeback requests? what seems to be sufficient to prove that card was present during transaction and service was delivered?

(it seems crazy but according to authorize.net on-line rep some financial institutions issuing cards are not even requiring cardholder name matching)
