Support Ticket - Reply Screen content display order

I looked for a template, but could not find it.

 

On this page (where yoursitename.com is replaced by the domain for the site):

https://www.yoursitename.com/billing/admin/supporttickets.php?action=viewticket&id=NNN

 

the support technician can view and respond to a ticket.

 

On the page one sees a response area, all the clients package information and then the client message. I want to be able to reverse the order of the last two items (client message) and package information as this will make it easier to respond to a ticket as we usually look a the packages once, but rad the clients message more than once.

 

Any suggestions?

Am I just not seeing the template?
