Invoice created - even though I told it not to create invoice

I noticed this on 3.8 and now 4. I am not sure if it working the way it is supposed to but just walk with me on this.

 

I create an order for a hosting account. I am designing their web site so I have created an invoice to encompass everything that I am doing for them - based on the quote that I have provided them.

 

So I go through the order process and make sure that Generate Invoice is unchecked. One would think that WHMCS wouldn't create an invoice, but that is not true. My cron job runs the next day and boom - my client receives another invoice for the hosting - even though I have already invoiced them from converting the quote, that had the hosting included, to an invoice.

 

Has anybody else seen this??? I couldn't find anything in the forum and I would like to know why WHMCS is creating invoices - even though it told not to.
