Packages with "Shell Access" ticked in WHM are created (via WHMCS) with no Shell Access. From the docs, and as per my original setup a year ago: "If the package exists inside WHM, just enter the WHM Package Name. You may leave all the other individual settings blank. The values like disk space, bandwidth, email limits, etc... are all taken from the package when supplied but the checkbox settings it's those you set in WHMCS that get used for some reason over the package supplied.
