what would be best way to build Project Proposal template in WHMCS admin?

We use a pre-created/template project proposal that outlines the scope of works for web development.

 

What I would like to do is create this form into WHMCS, much like the already standard "Quote" option, but have another option in that same drop down menu in WHMCS admin, that I can click on that will have the agreement and editable fields so that I can select a existing client or add new client, then submit new project details and send it from WHMCS as I would a quote.

 

What would be the best way to tackle this?
