Could not connect to the database

I am having an odd issue with the initial installation of WHCMS. Installing to root / of public_html.

Database Connection Details

 

I have entered both. They are indeed correct and the user is added to the database. localhost is used as standard. Results in:

 

Could not connect to the database - check the database connection details you entered and go back and correct them if necessary

 

The information is correct and a test mysql connectivity script validates that. I have gone ahead and created a configuration.php file from scratch and I can visit the domain.com and receive:

 

"Down for Maintenance

An upgrade is currently in progress... Please come back soon..."

 

instead of db connectivity issue.

 

I tried enabling register globals if WHCMS requires it and also adding #skip-innodb to my.cnf, restarted both services, same issue with the install.

 

configuration.php is set to 777.

 

suPHP, PHP 5.2.9, MySQL 5.0.67
