handsonwebhosting
On web design years ago I used to use M.A.D. - http://www.madagency.com - and Michelle did a great job collecting on some of our accounts etc. For web hosting however, we don't do any collections any more. Invoices are sent out 2 weeks prior to the month for hosting, and if unpaid, it is suspended on the 5th, and then terminated on the 15th. No collections necessary.

handsonwebhosting
Well I had a great experience working with them. No payment unless they collect etc. Depending on how much the collection is, that determines the percentage. But if you're not getting ANY money, then SOME money is better than nothing. Does all the usual skip traces etc also.

This page seems to be broke as well: http://madagency.com/payments.shtml - doesn't even have ssl.
harrip
You could try http://www.legalrecoveries.com I've used them in the past, not for hosting though as I do not offer credit terms for hosting.
