Tax not calculated on upgrade order

I should start adding VAT from 1st january and now I desided to testing it on the online demo before that, and I noticed a problem...

 

The tax is not added to upgrade order...

 

Starter Package => Advanced Package $85.79 USD

Subtotal: $85.79 USD

@ %: $0.00 USD

Total Due Today: $85.79 USD

 

Is this just some glitch in current online demo version, or what is the reason for this?

 

Does anyone else have this problem?
