Admin Responses to Tickets Not Forwarding to Client

I've been going along merrily using the support system, only to find out that none of my clients are getting my responses. I open a ticket in their name, which they receive notification of, but when I respond to the e-mail through whmcs admin no e-mail is being sent. I'm sure this must just be a switch I need to throw, because I can't find anyone else on the forum that seems to be having these problems. Unfortunately, I also can't find the switch.

PS... I just realized I should provide you with a little more information:

 

When I reply to the ticket from the ticket administration screen I am marking it "Set to Answered and Return to Ticket View" Don't know if that matters or not... but just in case...

So I fixed that problem and have been merrily going along... but have discovered 2 new issues I'm hoping for help with.

 

1. When my customer replies to a ticket I am not getting notified.

 

2. Is there any way to reorder the post replies? I'd like to have private note listed first so that I don't accidentally send a client a note that I have made, and then set to "in progress" so that it doesn't get set to answered.
