In simple terms, a value of "1.00" (per CPU) means that your processor is is handling all running processes without any delay. A single-core, dual Xeon has two processors, so a value of "2.00" would be normal, whereas for a server with 8 CPUs, "8.00" would be fine. Numbers lower than 1 * CPU(s) are even better because it means that your server can handle more processes than the amount currently running. Numbers higher than 1 * CPU(s) indicate that the server is queueing processes. Think of it this way: if you go up to a bar and order a beer, and the bartender immediately hands you your beer, that is 1.00 server load. Yes, if you have a single-processor server.
