Roger
Just an FYI for those that are wondering - A windows localhost install for development works with a nearly out of the box install of XAMPP. Two edits are required in the php.ini file. 1.) to uncomment the line that allows curl support and 2.) add the zend extensions line that adds ioncube. Other than those two edits. A local WHMCS install is uneventful. I'm running this on an XP Pro SP3 system and and XP Pro x64 system at work and home. toodles....

uberhost
What Lic key do you use ? You can request a development license from WHMCS as long as your regular license is not obtained through a reseller. Just open a ticket.
