In a nutshell how does WHMCS deal with these in a cpanel/whm environment?

 

Eg. If a client orders an account that requires an IP do we set up a pool? What happens if there are no IP addresses?

I believe you are the one that has to set it up via WHM and assign it to a client or reseller.
