rsutc
A couple of times lately I've had Apache problems on the system where WHMCS is itself located, and would like to have been able to mass email all the clients to tell them. Now it seems to me that there oughta be a way to do this. We can have mails submitted to a particular address CRONd into the system via a forward, so perhaps there is a way of submitting a mass email the same way--one that would go to all clients once, not per product. bin_asc
Outside of WHMCS without using apache ... hmmm ... no php processor ... well, the only way I see would be using a perl script. I`m sure there are alot of free ones over the internet. This isn`t really whmcs related. What you`re asking could be a nice feature if WHMCS would be a daemon of it`s self, running on a self-managed port. *and dreams on*
SilverNodashi
this is typically the same principle as the mail pipe, but on it's own script, like PERL as you suggest. I'd like to vote for it as well
bin_asc
This isn`t really whmcs related. WHMCS - PHP Mass email without PHP working - not whmcs related.

I hear you, but I do think it is important to be able to communicate with clients even when Apache is down, don't you?
