Is Cron just for cPanel?

The instruction is written like that so that people without a great deal of experience realise setting crons up can be done via cPanel, which is not a requirement. You can set crons up from the command line of a linux box, or you can use the 'scheduled task' facility on a windows server.

Yes I realise that, but the question was "What if I don't use cPanel & Linux?"

The manual says to setup a cron in cPanel.

Sorry for not explaining how. In addition to the scheduled tasks for Windows as ECWNick suggested, there exists the ability to install crons on Windows:
