Automatic Late Invoices Date

I try to have my accounts added the late fee the same day they are suspended. But the late days for suspsension and late fee don't seem to match. In order today to add the late fee I had to set "Add Late Fee Days" = 1 and "Suspend Days" = 2. If not, accounts were suspended but the late fee was not added.
