Adding a fee to the next invoice for a particular service

I think I have seen this somewhere before but I cannot remember where.

A client has several services. I get an abuse complaint from the the upstream provider about one of these services, let's say it's spam. I want to add an abuse handling fee to the next invoice for that service. I need it tied to that service so that if it doesn't get paid it will suspend that particular service.

The example I gave is just one example. There many other reason why I would want to automatically add items to a future invoice such as doing some management for one of them. 

If I just add a billable item without connecting it to a future invoice and then if they don't pay then nothing gets suspended.

And it doesn't have to be added to the next invoice. It can be created on its own as long its connected to the existing service. I wanted that service to be suspended if the extra invoice is not paid.

So essentially you want to be able to create a client invoice - tie that invoice to an active service - if invoice is not paid in x amount of days you want the tied service to be suspended
