Matt - v3.6 doesn't have that file in the fileset. So why would you need to do anything with it? Does WHMCS check if that file exists or something? Also, actionhooks.php isn't listed, but I know for a fact that it changed. I've updated mine, but someone who isn't familiar with my specific instance would not have known that based on the instructions provided.
