fixed - Oops error, found the issue but not sure how to fix

I am getting the Oops error and went in to add the ability to see the error codes and get the following. 

 


ValueError: mb_internal_encoding(): Argument #1 ($encoding) must be a valid encoding, "utf-5" given in /home/coyotkff/public_html/init.php:0
Stack trace:
#0 /home/coyotkff/public_html/init.php(0): mb_internal_encoding()
#1 /home/coyotkff/public_html/admin/index.php(0): unknown()
#2 {main}

 

I asked my son what he did and he said on the localization page he was trying to fix an error with the time, he changed where it says utf-8 to utf-5 thinking he was changing the time zone. now we are completley locked out and I don't know how to go back in and fix this. Any suggestions would be greatly appreciated.....
