Apply discount for all future product orders for a customer

Is there a way to apply a discount for all future product orders for a specific customer?

For example, I want every product the nominated customer orders to receive a 25% discount.

All products are ongoing subscriptions, so I can manually apply a promo code to each item after they order it; however, I want the discount applied automatically at the time of order without the customer having to enter a code.

I don't want a discount applied at the end of the invoice, I want it on each line item.
