Got a similar problem when adding manual payments on a bill.  It loops when i click the “add payment” button for ever… my solution was going over “transactions” type in the invoice number and amount, works for me

my be it's your website pre-loader issue. This loader is your website per loader then check your theme configuration maybe some javascript crashed at the time of redirection. 
and if it is not your website pre-loader then the an issue with your payment gateways module for that please contact your payment gateways company.
