WHMCS Affiliates Program doesn't log product purchases and assign commission

I've tested the affiliates program by creating new accounts behind a VPN and on different browsers.

it's counting the number of clicks (so cookies works)

but when the referred client's account purchases a product (hosting/VPS) is doesn't assign that purchase to the affiliate and doesn't show commission earned.

 

furthermore, in the affiliate's account, it doesn't even show the referred signup when the new user creates an account.

has anyone experienced and fixed this issue? please help.
