Changing menu color doesn't work with custom css

.navbar-nav .open .dropdown-menu > li > a {

        color: #ffffff;

}

    .navbar-nav .open .dropdown-menu > li > a:hover {

        color: #ffffff;

}

I placed above code custom.css in twenty one theme.56091388696.thumb.png.49316731244507b354e5541368842f57.png

I want to change color of links in top menu from black to white  but doesn't work.

 

Would be grateful for any help.
