a custom addon to fetch data from excel sheet

i am looking for a custom script for my whmcs to do the following thing...

We are weekly fetching a servers list to an excel sheet from a certain website to resell on our website through whmcs, this example of excel sheet is as follows:

as you can see it is HUGE containing 400+ dedicated servers and its impossible to keep updating them frequently into our products are in whmcs, we want a script or a addon to simply fetch the data from this excel sheet and ideally Create New Products or Update Current Products in the Products/Services section under whmcs so that they are visible for our clients, it will ideally update only the following information when adding/updating a new/current product (and removing/hiding the current products in Orders page which are no longer in the excel sheet !), info to be added in the "Product Description" are simply the following for dedicated servers specs:-

CPU
RAM
Storage
Port
Location
Monthly Price (USD) (updated under pricing)

also for the last Monthly price we would like to have the option to set a discounted price based on certain Percentage% for the: Quarterly Semi-Annually Annually Biennially Triennially

whmcs recommended coming here to get help and guidance on creating such addon, any idea would be aooreciated...
