Setting up tax/vat in whmcs

How are you all setting up your tax rules? If you're a hosting company that sells internationally then I presume you set whmcs up as follows

 

Create a 17.5% VAT rule for each member of the EU (so 27 seperate tax rules)

Create a 0% rule for all other countries (to zero-rate VAT for any country other than the 27 EU members)

 

Is this correct?

You don't need to create rules for countries that you want to 0%. They default to 0% if they don't match any rules.
