Installation WHMCS? After WHM , Cpanel and Mysqul. After upploading WHMCS file I don,t get or oppen WHMCS aggrement page. How I can set it?

I have install WHM, Cpanel and Mysql server in my cloud server. I upploaded whmcs unzip file and then extact also. After that I am not getting WHMCS aggreement page. How I can get the WHMCS aggrement pages. I can not go ahead because I steak there. I got licence also but manually I can add the licence from Cpanel but it does not work also. I have a domain registered some other web registrator. Please kindly inform me how I have to solve this problem.
