WHMCS version 7.10.1 admin page not opening in xampp localhost

I have installed WHMCS with developer license on my localhost Xampp.

After following all installation steps I am not able to open admin page I am getting Error - This site can’t be reached , The connection was reset.

I am using PHP 7.3 version for this , Can anyone help me to understand what will be problem for this? I have checked Apache logs as well but its not showing any error related to this.
