Fail to use prepaid to complete payment, System requires credit card input.

Hi guys..

I was trying to complete payment using the prepaid credit assigned. But if there is credit card payment option available, the system require to input the credit card details and it charges both the credit and credit card upon completion. 

It seems like the payment using prepaid can only go through if there is not other option.

I believe it's suppose to be like this? I ve reinstalled a fresh copy because i thought i may have screwed up the settings. But its still the same.

How do I fix this?
