Is Managing Lines as a Reseller Possible on WHMCS ?

Hi,

I have been trying to figure something out and with the WHCMS system

I need to be able as a Reseller to create my own reseller lines by creating my Bouquets, Add or remove channels base on my Xtreme code Reseller Provider content and add multiple connections to a line. 

- Can I do this as a Reseller using WHCMS billing Module for Xtream codes Or do I need to be restreamming the channels prior on my own server which I don't want to do. ? 

WHMCS Support told me all I need to manage/customize my lines is Xtream-Codes IPTV Panel + WHCM billing module. But when I ask Xtreme code they say I need a Dedicated server with 8G config to install their panel which sounds like the capacity needed for Restreaming channels. So I am confused. 

Could you shed some light on this.
