ShoppingCartValidateCheckout hook help validating tld

Hello

 

I appreciate if anyone can help me in fixing the hook.  I know the issue but I dont know how to resolve it.  The problem is with the tld variable  that I am trying to validate for the domain inside the cart. The variable I am using is $vars['tlds']  and it is not correct.
