if you run php 4 by default, try this

 

/usr/bin/php4 -q /home2/xxxxxxx/public_html/xxxxxxx/admin/cron.php

unfortunately, no it hasn't. I have been manually running the cron.php file for over a month.

This is something wrong with your server setup, nothing to do with WHMCS. You will need to contact your web host or hire an external server management company.
