Cant create bill for domain

Hi i hoe somebody can help me I have a problem when I try to use the button billing service selected

the domains is configured as this

 

http://prntscr.com/dr3ce3

 

when I select the hosting service and domain serviceand then hit billing selected service only the bill for the hosting is created.

 

what could be the problem?
