what to do when trying to upgrade the server?

Hi, I am at a process I want to upgrade my current server.

 

I want to keep all my accounts and data transferred over to the new server.

 

What is the best way of going about doing this?

 

Other server is on a different IP at the moment, and I plan to just switch the ethernet as soon as I test everything is working fine on the new server.

 

Will I need another license from whmcs while im doing the testing on a new server with a diff IP ?
