[PAID JOB] Need simple modification to Paypal Gateway module

We currently force Paypal subscriptions and require them in our check out process. If they have no credit card attached, it will kick back a message that they need to add a credit card to their account (this comes from WHMCS's options that I have shown below in the screenshot I think). This option seems to do just that, but now they can't order if they don't have a credit card attached:

 

 

We want to force subscriptions to the people with credit cards on their accounts and allow one time payments for the ones that don't have it... So we don't lose customers that don't have the credit cards on their accounts, but we can capture 100% of the possible subscriptions still. How can this be done? We are looking for someone to reliably modify the Paypal gateway module that WHMCS distributes/ships with!

 

We need someone reliable to work this out - it seems simple enough to be a radio option in the Paypal Gateway configuration settings so I can toggle it on as necessary.
