Unable to update WHMCS - Keep getting redirect to domain homepage after replacing files

I'm trying to update form 5.3.12 to 6.1.1. It is standard WHMCS with no funky customisation.

 

I followed the guide as I normally do, using the steps "For a Full Release Version"

 

I replace my site files and then to access my system URL I get redirected straight to the homepage of the domain.

So any request to http://mydomain.com/clients/'>http://mydomain.com/clients/ I get redirected to http://mydomain.com/.'>http://mydomain.com/. So I can't run an install or do anything.

 

I have tried disabling .htaccess but that isn't the cause

 

In the General settings I have

Domain: http://mydomain.com/

WHMCS System URL: http://mydomain.com/clients/'>http://mydomain.com/clients/
