Integrate header/footer in whmcs 6 default theme and email modify restrict

Hello, i have a site where using whmcs. Today i did upgrade to whmcs 6.0.1 ( last version ) . My site is http://www.hostandgo.ro i want to move header and footer .

Can someone help me? If there is anyone who can help me I leave here css, footer.tpl and header.tpl

 

I want to restrict clients acces to modify email address and phone number, i search befor but i don't find anything.
