Template Changes not taking effect

OK, I'm about to rip all my hair off

 

I make changes in CSS on Six theme, none takes effect on site. I clear browser cache, WHMCS cache option on Utilities menu, nothing happens...

 

I even replaced the file logo.png on img folder, and it keeps showing the old logo... WTF???? What's going on here????
