module to comunicate with server to create shell for ircd account

i need to have a module to create an ircd shell to set the username and the password for the user

so how i can create with php by using php commands to create these

as example

 

<?php

$username = command to get the whmcs username;

$password = the same for whmcs user account password

#... any other var for this need

shell_exec('su creator useradd dog echo $password | passwd $username --stdin');

?>

 

so what i have to do ?
