philip
The only way you can change that is by changing your server time. If you want to change the time that only effect tickets & orders, open your configuration.php file and add the following: $timeoffset = "6"; I do hope that someday this can easily configurable via WHMCS, not all people use WHMCS on dedicated server.

bitwise
I do find the method of adding timeoffset in configuration.php screw up the date in other area such as when manually approving order or add payment. I stop using it since. I think I might be experiencing the same problem as you. Did your dates start acting funny? Like you off by a day? My time answered is also messed up. If I just answered the ticket it says -4 hours! I would really like to figure out a complete solution.
