Applying Promotion after hosting renewal through API(internal and external)

I wanted to apply promotion for customers who have unpaid invoice , i.e. renewal is ready ,and after renewal invoice is generated, and is unpaid, I wanted to apply specific promotion for such customers through internal/external API.

 

Please provide some useful answer.
