PayPal Express Checkout occasionally failing

I'm having some issues getting PayPal Express to work reliably.

 

The situation:

* The regular PayPal module has been running for years and is very reliable.

* The Express module was recently added. Some orders come through some don't.

* For successful payments the Gateway Log will show a Token Gen, a Callback, then a payment to the regular PayPal module.

* For unsuccessful payments the Gateway Log will show a Token Gen, a Callback, and then nothing.

 

My first thought was that the customer simply logged in to PayPal but didn't hit the "Pay Now" button. Asking customers to redo it and follow-through until they're back on our website doesn't help. With one customer I actually witnessed this all happen through desktop sharing. Because of this, I conclude the success/failure is customer related and not random.

 

This may be a pure coincidence, so far orders from US and CA are succeeding while orders from GB, BE, TH and other countries fail. If it matters: all our pricing is in USD and we do not "Convert before processing".

 

Finally, the PayPal basket doesn't show the product ordered. Not sure if that's important, but it's definitely confusing.

 

Anyone out there accepting PayPal Express payments internationally that can share their experience?
