API to charge and refund customers Credit Card?

Hi,

I am try to charger the customer two small chargers under 1 dollar. Once I know that credit holder is able to look at his credit cart statement online and tell me the amount I charge them. I will refund them the amount.

 

Does anyone know what api's I need to use to charge a userid credit card? Also the api to refund them the money.

 

I tried using api to charge the client, but it seem to just add a transaction and not charge the client card.
