Adding your own pages to the system?????

maybe I am dense.. All I want to do is create a sign up page for my newsletter/marketing

 

I have went over the FAQ for creating a new page..

I created the php page in my whmcs root (signupform.php).. pasted the code.. then pasted the html in my templates directory naming it signup.tpl

 

and in the root php file, changed $templatefile = "signup";

 

but nothing is being displayed..

 

I am using the portal as a template base if that matters..

 

I can't see how the other root files are set up as they are ioncubed
