I choose monthly (with copyright) Payment via Paypal 2. WHMCS takes me to my Paypal Account 3. Paypal ask me about a CC Most German PP-Accounts are backup via Bankaccounts and not trough CC CC here are not widely used 'cause the charge by far to much fees. Now I need your advise. The reason you are asked for a CC by PayPal is that they have a rule that you can't create a subscription to pay automatically without a backup funding source such as a CC.
