How can I absoutely block 'member registration'

I un-checked the box in the configuration to stop registration without ordering but the system still registers a user if they never complete the payment.

 

It is a problem for me since it then gives that non paying user full access to downloads, tickets and other client features.

 

It also poses some possible database flooding problems since there is no 'Captcha' field or email confirmation requirement, a spam bot could just register many users.

 

Is this being modified in future release?

 

An incomplete registration (no payment) should not be entered in the DB.
