Tax rules problem: tax won't apply

Hello,

Another problem I've got is a Tax Rules issue. I set my tax rule: TVA (VAT in Romania) with a percent of 24%. For "Tax Enabled", the tickbox is ticked (Tick this box to enable tax support). For "Tax Type": Exclusive (I set my prices with the NO TAX values). "Apply Tax To": all boxes ticked. "Compound Tax" and "Deduct Tax Amount" are not ticked.

On the products: "Apply Tax" is ticked(Tick this box to charge tax for this product).

So now, whenever I'm placing an order, the tax doesn't show. If the service price is 95 and the Setup Fee 5 (both prices are tax applicable), the total amount to be paid will be 100, not 124.

Please help with this issue. I can not roll the WHMCS at all if the tax rules are not OK, as this is ABSOLUTELY MANDATORY in my country.

There is one problem I found: Tax exempt is "YES" by default, which is wrong. That actually means that I have to check each and every client to have the proper "NO" setting on Tax Exempt. This is kinda impossible, as I am importing about 3000 (that is three thousand) clients from a custom database. So... Any ideas?

OK, update:

That Exempt from Tax option keeps on changing back to YES from the NO I'm setting it.
